RDF has a distinguished Board of Directors who are all leaders in their respective fields of work.

James W. Feild, Real Estate Development & Central Region Market Executive, Bank of America - RDF Board Chairperson
Mr. Feild is responsible for managing Bank of America’s community development programs in the Southwest, including the development of affordable housing, specialized lending to community-based organizations, and affordable mortgage lending and investment in real estate development. Mr. Feild joined Bank of America in 1989.
Tom Espinoza Tom Espinoza, President and CEO, RDF
Under Mr. Espinoza’s leadership, RDF has become the largest Latino Community Development Financial Institution (CDFI) in the U.S with total assets in excess of $100 million. In 1999, Mr. Espinoza pioneered a faith base approach to community development, establishing RDF’s Partnership of Hope (POH) and the Hope Fund. Over the last ten years, under Mr. Espinoza’s leadership, RDF has served 125 organizations that have received over $135 million in community development loans, leveraging $681 million in private capital for projects serving low income individuals and families.

Since 2005, Ms. Murguía has sought to strengthen NCLR’s work and enhance its record of impact as a vital American institution. One of her top priorities is to harness the power of the nations nearly 50 million Hispanics and improve opportunities for Latino families by strengthening the partnership between NCLR and its network of nearly 300 community-based Affiltes which annually serve millions of people in 41 states, the District of Columbia, and Puerto Rico.

Arabella Martinez, Retired President and CEO, Unity Council - RDF Board Vice Chairperson/Secretary
Ms. Martinez headed The Unity Council from 1969 to 1974. In 1974, she was appointed by President Jimmy Carter to Assistant Secretary for the Office of Human Development Services, U.S. Department of Health, Education and Welfare becoming the first Latina appointed to a cabinet level position in the history of the nation. In December 1989, she returned to The Unity Council to restore the financial vitality of the agency, reestablishing it as one of the largest and most respected community development corporations in the nation.

Art Ruiz, Federal Affairs Director, State Farm Insurance Company
Mr Ruiz has a distinguished twenty-one year career with State Farm. In his current role his main focus is to build national coalitions, lead grassroots legislation work, and media outreach.

Joseph F. Reilly, President & CEO Community Development Trust (CDT)

Mr. Reilly joined CDT in August of 2007 following an 18 year career at JPMorgan Chase where he was Chase's National Manager for Community Development Real Estate (CDRE). Prior to joining Chase, Joe spent six years with the New York City Department of Housing Preservation and Development ("HPD"), where he held several positions, including two years as the Director of HPD's Vacant Building Program. He began his career in community development in 1978 as a community organizer for the Northwest Bronx Community and Clergy Coalition.

Kimberly Latimer-Nelligan, Chief Operating Officer, Low Income Investment Fund (LIIF)
Ms. Latimer-Nelligan join LIIF in her current role in 2008 following a 15 year career at Citigroup. At LIIF she is responsible for oversight of LIIF's Lending and Child Care businesses, Risk Management and Strategy and Development.  Under her leadership, LIIF has launched its $50MM commitment to greening community facilities.

Roldan Trujillo, General Manager , Corporación Interamericana para el Financiamiento de Infraestructura, S.A (CIFI)

CIFI provides financing products and advisory services to infrastructure projects throughout the Latin American and Caribbean region. Mr. Trujillo has over 25 years of experience in evaluating, structuring and negotiating corporate and project finance, and private equity transactions in the U.S. and Latin America.

  Janis Bowdler, Director, Wealth Building Policy Project, Office of Research, Advocacy, and Legislation, NCLR

Ms. Bowdler joined National Council of La Raza’s Wealth-Building Policy Project in 2003. The program seeks to promote opportunities for Latinos in the areas of asset ownership, protection, and financial security. Ms. Bowdler has provided testimony before Congress and regulators on numerous occasions, including going before the House Financial Services Committee, Senate Banking, Housing, and Urban Affairs Committee, among others.

  Kenneth I. Trujillo, Esquire, Member, Trujillo Rodriguez & Richards, LLC

As a local and national civic leader, Mr. Trujillo co-founded Trujillo Rodriguez and Richards, where he remains a partner today. The Philadelphia-based law firm has been substantially involved in antitrust, securities, consumer litigation and white-collar criminal defense, as well as commercial and international litigation. He has represented a wide variety of public officials and government entities, including council members, mayors, governors, states, cities, tribes and the like in civil and criminal matters.
